Dr Costas Constantinou

Permanent Secretary


Dr Costas Constantinou was born on September 9, 1963, in Agios Ioannis Pitsilias, Cyprus. He holds a bachelor's degree in Geology from the National and Kapodistrian University of Athens, a diploma in Development, Exploitation and Management of Water Resources from the Hebrew University of Jerusalem, and a PhD in Hydrogeology – Geology from the University of Patras. He has also specialised on Geographical Information Systems (GIS) at the Geological Survey of the United States of America.

From 1993 until August 2020, he has held various positions at the Geological Survey Department (GSD) of the Ministry of Agriculture, Rural Development and Environment, Cyprus, whereby in 2015, he was appointed to the position of Acting Director, and subsequently to that of GSD’s Director.

On September 1st, 2020, he was promoted to the position of Permanent Secretary, whereupon he was appointed, by the Council of Ministers, as Permanent Secretary of the Ministry of the Interior, for the period from September 1st, 2020 to June 30, 2023, while from July 1st, 2023 he was appointed as Permanent Secretary of the Deputy Ministry of Tourism.

During his many years of service at the GSD, he coordinated a series of research and other programs in collaboration with European and international research and academic institutions, mainly in the field of groundwater, while for a number of years he coordinated all the actions of Cyprus, concerning groundwater and mineral resources, the geological environment and geo-hazards. He also served as the Chairman of: the Coordinating Committee of Troodos Geopark, the Tenders Council of the Ministry of Agriculture, Rural Development and Environment, the Committee for Sustainable Development of Mineral Resources, as well as a member of: the Board of Directors of the European Geological Services Organization (EuroGeoSurveys), the national Advisory Committee on Hydrocarbons, and the Advisory Committee of Water Management. He has also served as the representative of the Republic of Cyprus in the International Union of Geosciences (IUGS), the national contact point of UNESCO Intergovernmental Tsunami Group, a member of the Executive Committee of PA.SY.DY., and more.

During his service as the Permanent Secretary of the Ministry of Interior, he managed the coordination and implementation of a series of state policies related to development, specifically urban planning and real estate management, local governance, housing policy, management of irregular migration, as well as legal migration, civil registry, naturalization, civil protection, NGOs registry, and more. He has served, among other positions, as Commissioner of Societies, Institutions and Associations, Registrar of Political Parties, and Chief Returning Officer for the Parliamentary Elections of 2021, as well as the Presidential Elections of 2023. He has also represented the Republic in the Strategic Committee on Immigration, Frontiers and Asylum (SCIFA), and the Council of the European Union Agency for Asylum (EUAA).

Since July 1, 2023, as the Permanent Secretary of the Deputy Ministry of Tourism, he is responsible for the implementation of the state's policies related to tourism, with particular emphasis on the promotion of Cyprus as a tourist destination, the upgrade of the tourism product, the extension of the tourist season and the supervision of the services provided. He is the Chairman of the Marina Management Committee, Chairman of the Recreational Boat Moorings Committee, etc.
Dr Constantinou is married to Vasso Kountouri Constantinou, and has two daughters, Marialena and Chara.
